Senior Deputy Director-General of the Japan Civil Aviation Bureau

Mr. Toshiyuki ONUMA is the Senior Deputy Director-General, Japan Civil Aviation Bureau (JCAB), Ministry of Land, Infrastructure, Transport and Tourism (MLIT). Since joining the Ministry in 1992, he has continuously worked in the field of international civil aviation including working experience in the Legal Bureau of ICAO from 2001 to 2003. Before being appointed in his present position, he was the Director of the Aviation Industry Division and the International Air Transport Division of JCAB from 2016 to 2020. As the Director of these Divisions, he covered various policy issues in relation to the airline businesses and was engaged in bilateral air talks between JCAB and the civil aviation authorities of various States. And then, he was the Assistant Vice-Minister for International Aviation, Minister’s Secretariat from 2022 to 2023, and enhanced the cooperation with foreign aeronautical authorities and worked primarily on the decarbonization issue in the civil aviation sector. From January 2024, Mr. Onuma has been the alternate representative of Japan on the Council of ICAO. He is a graduate from the University of Tokyo (LL.B.) and the University of Pennsylvania Law School (LL.M and LL.C.M). He is a member of the New York State Bar.
