Representative of Qatar on the Council of ICAO

Mr. Essa Al-Malki was appointed the first Representative of the State of Qatar on the Council of ICAO on October 2022 and the first Permanent Representative of the State of Qatar to ICAO since June 2017 when he was entrusted with the establishment of the first Permanent Mission of the State of Qatar to ICAO. During his term as Permanent Representative, the ICAO-Qatar relations have remarkably strengthened.

With a background in leadership roles at Qatar Civil Aviation Authority (QCAA) including Head of Air Transport Agreement Section, Mr. Al-Malki was responsible for international negotiation. His expertise in air law and environmental matters are complemented by aviation certificates from prestigious institutes and participation in a number of international symposia and workshops.

His active participation in ICAO’s workings has further enriched his expertise and global perspective and qualified him to serve as chairperson of ICAO’s Technical Co-operation and Implementation Support Committee (TCC) as of October 2023.

Mr. Al-Malki, holder of a bachelor’s degree in political and legal studies from the Indiana State University (2012) and a master’s degree from Hamad Bin Khalifa University in Qatar, brings a wealth of professional excellence to his role, marking a distinguished career in aviation and diplomatic representation.
